Session Laws

Session Laws (uncodified)

T.1, R.12.4 (Table 1 indicates the page number after Haw. Sess. Laws, but it is better to put the act number since most people don’t have the book.)

Aloha Spirit Act, 1986 Haw. Sess. Laws 202 § 1.

Hearings

Hearings

A.Van Horn Diamond testimony.

R.13.3(b); T.6, T.9, T.10

Aloha Spirit: Hearing on H.B. 2569 Before the H. Comm. on Public Employment and Government Operations, 13th Leg., Reg. Sess. (Haw. 1986) (statement of A. Van Horn Diamond, Director, Economic and Resource Development, Alu Like, Inc.).

Debates

Debates

R. 13.4(e); R.13.5 This Rule does not give an example for state debates, therefore, an analogy must be made.  Let’s say Rep. John Wong made statements during the debate that appeared on pages 334-36. You can place the abbreviation for Hawaiʻi (Haw.) either at the beginning or in the parenthetical.  You just need to be clear that this is a Hawaiʻi Legislative Journal.

Haw. H. Journal, 13th Leg., Reg. Sess., 334-36 (May 3, 1986) (statement of Rep. John Wong).

Bills

Bills

H.B. 2569-86 – N.B. We did not actually see the bill; the bill text can be retrieved from the Hawaiʻi State Archives.  Assuming we saw the bill, which presumably was unchanged from Act 202, how would we cite it?

R. 13.1 & 13.2(b); T.6, T.9, T.10 - The examples show what we would do.

H.B. 2569, 13th Leg., Reg. Sess. (Haw. 1986).

In text, you would write:  Hawaiʻi House Bill 2569.

Short citation:  Haw. H.B. 2569.

We can, but are not required to, add a parallel citation to the state session laws, if it would assist the reader in locating an enacted resolution.

H.B. 2569, 13th Leg., Reg. Sess., 1986 Haw. Sess. Laws 202 § 1.

Committee Reports

Committee Reports

R.13.4(e, f); T.6, T.9, T.10

H. Journal, 13th Leg., S.C. Rep. 399-86 (Haw. 1986).

S. Journal, 13th Leg., S.C. Rep. 833-86 (Haw. 1986).

In text, using the House example, write: Hawaiʻi House Report 399-86.

Short cite: Haw. H.S.C. Rep. 399-86.

Citing old material from the Territorial period when report numbers weren’t used:

S. Journal, 18th Terr. Leg., Ways and Means Comm. on S.B. 40, p. 403 (Haw. 1935).
